I have recently been introduced to a telephone service here in Spain where you can obtain advice and your bills in English, provided that you already have a telefonica line.
They are cheaper for calling England and there are no limits on when or how long you have for your call.
The system is free to sign up to and I understand that they have just introduced Internet connection to their services.
