European Health Insurance ( E111)

With the introduction of the new card types E111in the UK, does anybody know how you go about getting the Spanish equivalent, when you live permanently here in Spain?

E111

My neighbours who have residencia, had to travel to Orihuela (Dept of Health) where upon production of their SIP Card (medical card) and I believe their residencia they were issued the spanish E111.
I cannot recall if they also had to produce a latest padron so in the absense of further advice it might be best to take a recent copy of this also.

One word of warning though, their E111 was dated from the time of issue and lasted just 3 months.
