What can the Community Charge be used to pay for?

Can anyone tell me if a Community charge can be levied for the purposes outside the boundary of the community? For example cleaning a street or fixing a road in the vicinity.

Does the Horizontal law establish boundaries on what a community can spend money on?

Theoretically if a majority (against the will of a minority) in a community can vote to pay for eg beach cleaning, then what is there to stop them for example voting to use community charge funds to contribute to eg a political party..
