Any idea what this means?

Just received my bank (la caixa) statement & noticed an odd looking transaction "MAN. CERT. APPLICATION NON RESIDENCE" for 14.41 euros

Can't remember ever seeing this before so has anybody any idea what it's for?

I think it is every two years? the banks in Spain have to apply for a certificate for all their NON RESIDENT customers, and for this service you get the bill, I don't exactly know what the certificate is for, but I do know that if you have more than one bank account you only need one certificate, if the bank account is in joint names then usually both people have to pay for one.

If you're non-resident, the bank reports this to the Spanish treasury and then you get your interest (ha ha) free of tax.
