Some Spanish keyboards are like that, I think it does come up when you press the 2 with ctr alt, the keyboard language can be set to english and I think it would be in the right place then, not sure how to do this though may be in control panel somewhere.

When I was over last week and used an internet cafe I had to use the grt/alt key (right of the space bar) and the 2 key to get the @ sign

on my keyboard i have to press shift and ' (apostrophe)

if you still can't get it try ALT 64 - find the symbol at this link & use it's dec value http://www.lookuptables.com/

this method should work on any keyboard!
