Community Charges

Can anyone tell me how individual community charges are arrived at?

I can see a number of ways it may done. E.g. The budget divided by properties, the budget divided by the rooms in each property, or the budget divided by the square meter, I guess that there may be more ways. Please advise.

As far as i am aware it can be either budget divided by properties and entitled to one vote per property or a percentage based on sq meter of plots votes would then be a percentage vote.
But it is up to the community to decide which way they want it.
