Car rental for under 21's

My son & girlfriend are staying in villamartin for 10 days in May & will want to hire a car for that period...............because of his age he is struggling to find a car hire firm that will lease him a car for that period.
Do you know of any rental companies that hire cars to under 21's and do not charge too much of a premium?
