We need assistance on a garden wall

We have had a car driver smash his car into the garden wall that faces the street on our house. We live on an urbanisation that has double aspect garden gates which were supplied with all the houses. We would like to rebuild the wall as before same colour, same design with balustrades etc. but without the gates.
Can anyone tell me if we need any formal permission from anyone, ie neighbours, president of the urbanisation, town hall etc.
Your assistance would be very welcome.

if you want to change the aspect of the wall. the rest of the community must agree with that. If you only want to get rid of the gates, I cant see them not agrreeing with you doing it. but speak to the president.
