The council have been going around taking pictures of balconies and extra builds and some have been told to take them down. Perhaps it may be wise to ask down at the council if it's OK and get permission. I do know of people who have been told to take them down, they haven't yet and nothing's been done about it, but who knows if it will. It's just a lot of money to spend and then be told to take it down. There was an article in one of the freebies about it a month or 2 ago and that referred to Playa Flamenca. The ones I know about are in Torrevieja.
