In case anyone wants to know for the future...
Have been to the Town Hall in Playa Flamenca this morning to find out about the community dish. If it is within the urbanisation and can't be seen from the road, you do not need planning permission, otherwise yes you do need permission. If there is any building work concerned, then you must apply for a small works planning permission. For that you will need.... a form from the Town Hall that needs to be filled in, a letter from the urbanisation President sanctioning the project, and a budget proposal from whoever is doing the building work.
