This all sounds terribly familier Beastess. We too have been trying to get a SIP card for the past 8 months. We have had E106 forms(for early retirement) registered by our solicitor in Orihuela at a cost of 60 euros. Still no cards but we have an appointment to go back to Oriheula again. Not at all optimistic as we have no Social Security number as we don't work.
In June I shall be entitled to an E121 so the whole process will probably start again!!
Talk about waiting for God!!!
I'm sure it is the Health Centre for Orihuela Costa that is the stumbling block
