Fence Height Restrictions

Does anyone know of the height restriction of putting a wooden fence up between gardens (not on the front of the house, but along the side of the back garden/quad house).

We need to hide a neighbour's dog poo, an enormous black satelite dish and all the other rubbish which makes their house resemble Steptoe & sons yard. Also a pop pop bike which is revved up in their driveway emitting obnoxious fumes into our house. We've complained to our President who says he cannot see of a problem, unless the neighbours complain, but then we have more complaints against them including enviromental health. The fence will have to be attached to the present low ballustrades with steel posts, and we have had a reasonable quote. I just want to be able to get it done!
