Hi
I was told about six months ago that you can BUT you have to attend in person and there is, apparently, loads of red tape to get through - I lost the will to live after phoning the emabssy and got mine in Spain instead!
Good luck -
The Spanish Consulate in either London, Edinburgh or Manchester will process your NIE application forms. They do not isue the number! What they do is send the forms, photocopies of passport etc to Madrid and the NIE is sent to you in the UK by post from Madrid. It costs about 22 GBP for the Consulate staff to validate your application. It costs nothing in Spain
