PROP or AMICS ?

I thought when the new AMICS office opened in what was the old Office for Int Residents(opp. Torrevieja town Hall) that was supposed to be the office for any foreign resident queries - then I saw the PROP office open on the corner behind the church (opposite Pacos where you a good mug of coffee con leche) and the RTN reported that PROP was the office 'for disseminating general information in relation to the services of the Generalitat Valenciana'

Well its good to know that Spain is keeping the civil servants off of the paro (dole queue)

Anyone actually understand what they do and is it of any use to us Expats?
