Surely not legal - be careful!

Maybe you like me were strolling along the Torrevieja seafront - Playa de Cura area last Sunday where people were handing out flyers for a trip to Jijona to visit the Turron factory and a leather (shoes, jackets etc) outlet.

Later when I looked in detail at the flyer it clearly stated that for Spanish it was free but for extranjeros (ie us) is was 15€

I am sure this is illegal but if you are given a flyer read the small print!
