Can anyone help? I have just had a water bill for nearly 400 euros for an empty house, the meter reading is correct could someone have stolen my water, and if so what can I do about it?

You either have a leak (possibly below ground) or someone is using your water. You will have no choice but to pay, unless the leak is 'their' side.

Suggest you get a plumber to check it out asap.

Could you have had a slow flow of water in the house? The type of thing that I am thinking of is a faulty toilet flush, that allows the water to continue to run into the bowl or a tap left running slowly. Even heard of someone who had a shelf in the bathroom fall onto a lever type tap and knock it open

Not a lot you can do to prevent it until you know how it happened. Turn the water off when the house is left empty

You can padlock the water meter so no one can connect thier water pipes to yours
