Legal age for solo swimming

Does anyone know if there is a legal age for solo swimming in spain. We have a comunial pool and our son of 10 years is a very good swimmer, however he is told that he can not swim without a responsible adult present.

Not sure if it is a question of "legal" age or local rules. Our pool has, amongst the no food, no toys, no oil etc. rules, the specification for unaccompanied children to be over 8 years old. It may just be a case of having a word with your Community President or Pool Attendant if you have one to make your son and his capability known to them.
