driving lessons and licence

I have an 18 year old that is ready for driving lessons, however I have been quoted by a local driving school that before he even takes his first lesson we have to pay around 445 euros for paperwork etc and the costs of the lessons are not included in this..... is this normal in spain ..... as we all know in the uk you just send for a provisional and then pay for your lessons ..... the cost seems a bit steep to me ...... he has no problem taking the lessons in spanish ..... could someone please advise me .... thanks
