When they connected our electricity meters the builder gave us 2 weeks notice, but it was a case of if they can't get in, you don't get any electricity!
If you miss the slot, you can call them and arrange for them to come back, but it will probably take them 3 days to get round to you again.
Your builder should notify you when they are coming.
You can't put your own fuse in, as this has to be sealed.

We were given two weeks notice from builder but failed to get our keys posted to neighbour in time.
Phoned Iberdrola to make another date but they said it had been done. They did not get access to our house and we have electricity. Must be able to be done from outside the house - panel or something.
Phone Iberdrola and ask about this.

The meter is outside but they need to get into your fuse box to install or check the supply fuse which is the end one in a separate section. They then seal it with a wire and lead seal. Generally they do a whole group of houses / apartments together so the builder can disconnect his cable from that area. So the builder is the person to ask or ask one of your permanent neigbours to give you a call or email.
