Community Consent for Building works

Can you please tell me if the President alone is authorised to give consent for building works in the Community - if the relevant permit has been obtained from the Town Hall? Some people say yes others say that the permissions can only be given at an AGM by majority vote?
As I have just been elected President for our Community, I need to know the answer as several people are planning small projects and won't want to wait an entire year!!

The President is not authorised to give consent for building works in the Community without permission from the Community owners, except if it is of extreme urgency and always for the benefit of the Community.

Should you wish to give consent for building works before the AGM takes place, you should call for a special meeting according to the legal terms.
