Swimming pool access

Our builder has completed our communal pool,albeit in a different site from intended.The main problem is the access gate,its sited directly off a busy road that has no pavement,we (the community)have refused to accept the keys as it is completely dangerous.The builder,based in Rafal,is basically at the no dialogue stage with us.Are there any health and safety laws that would pertain to this.He has also refused to give us any indication he will complete or even start our garden and communal area. In addition to this,he is using what we believe to be our communal ground as a storage yard,this involves him swinging crane booms over the pool,again there must be health and safety rules around this.Can you give us some advice at present, as the best course of action to take ?

Please be informed an opening permission for the communal pool is required. You should visit the Town hall in order to get information of the legal requirements on the area.
On the other hand, regarding the use of the communal ground, if they have been handed over to the owners you can take the necessary actions to avoid the builder using it, even judicial actions.
