NIE

I have a copy of my NIE that i received @ 21 years ago when I purchased my apartment in Torrevieja. A friend has my taxes done by her gestor who said that I need a new document. I went from police station to police station, to 2 differend offices for extrangeros in Alicante and was then told that I should go to Police Station in Orihuela where it was originally issued. Does this seem correct? Why do I need a new # after all these years?
